Frente a aquellos que reclaman una reforma de los Tratados, el autor señala que, al igual que ocurre con las Constituciones nacionales, es preciso explorar los límites de los Tratados antes de recurrir a su reforma. En su lugar, defiende la integración por la vía del derecho derivado, en las instituciones. La Comisión, el Consejo, el Parlamento Europeo y el Tribunal de Justicia son la base del funcionamiento real de la UE. Al igual que en los Estados, de lo que se trata para garantizar el éxito del proceso europeo es de proteger y fomentar la calidad institucional. Sin ella, ni Europa ni sus Estados podrán cumplir con sus objetivos.

In contrast to those who call for a reform of the Treaties, the author points out that, as with national Constitutions, the limits of the Treaties must be explored before resorting to their reform. Instead, he advocates integration by way of secondary legislation, in the institutions. The Commission, the Council, the European Parliament and the Court of Justice are the basis for the actual functioning of the EU. As in the states, what is needed to ensure the success of the European process is to protect and promote institutional quality. Without it, neither Europe nor its states will be able to achieve their objectives.
